I am not a fan of Donald Trump, but my interpretation of the tweet, he is suggesting that Scotland yard have these individuals in their sights and, we must be proactive.
Maybe, is tweet or comment is little premature but when atrocities occur, we tend to make comments before thinking of the consequences.
